Ramp LOSA was developed by a US Air Transport Association (ATA) human factors sub-committee. It is based on the Flight LOSA process, which is based on the Threat and Error Management (TEM) philosophy. LOSA is a peer-to-peer observation program under strict non-jeopardy conditions for the ramp staff being observed. The Ramp LOSA support consists of a 1 to 2 hour presentation to ground operations (ramp) management on what Maintenance LOSA is and what they need to do to implement the process. For the ramp staff, who will carry out the LOSA observations, there is a ½ day LOSA Observation Training, which includes information on TEM, the Ramp LOSA observation checklist, and practice exercises. This classroom training should be followed by a practice observation.
Boeing has developed a 2-day Maintenance Human Factors Training Seminar that meets the requirements of EASA 145, which are the most in-depth maintenance human factors training requirements of any aviation authority around the world.

A regulation to require airline implementation of a Safety Management System (SMS) is being or has been implemented by most national aviation authorities around the world. Boeing offers a variety of support to help our customers implement an SMS. This ranges from a 45-minute presentation to 1 ½ day presentation on SMS. This presentation can be a general presentation on SMS or it can be tailored to be specific to maintenance and/or ground operations. We will discuss with the customer what their needs are regarding SMS implementation and tailor the presentations to meet these needs. One 3-hour SMS presentation that has been popular with customer airlines is titled “Hazard Identification and Risk Assessment in Maintenance and Engineering.” This presentation illustrates how to think about safety-of-flight hazards in Maintenance and Engineering and how these hazards are related to safety of flight risk. 

The REDA process is like the MEDA process but is for investigating ramp events, like aircraft or equipment damage and personal injuries. There are two REDA tools that are provided to the customer. The first is the REDA User’s Guide, which is a “how to” manual on carrying out a REDA investigation. The second is the REDA Results Form, which is used to collect contributing factors information during an interview with the ramp staff, who did not carry out the maintenance task correctly. Three training sessions/meetings can be held with the customer, which are like the three sessions described for MEDA above.
Over 800 maintenance organizations worldwide now use the Boeing MEDA process to investigate maintenance-caused events, like flight cancellations, engine in-flight shutdowns, and aircraft damage. The MEDA philosophy is that these events are caused by mechanic/inspector errors and by mechanics/inspectors not following established company policies, processes, and procedures (violations). These errors and violations are caused by contributing factors in the work place, like a poorly written maintenance procedure, not having the right tool or equipment to do the job, time pressure, task interruption, and poor communication.
This is the highest license you can get as a pilot and is required to act as the pilot in command (PIC) [captain] of a multi crew aircraft. Both in Europe and United States you have to be at least 23 years of age and have at least 1,500 hours of total flight time before obtaining an ATPL. A “frozen” ATPL just indicate you have done all the theory but don’t have the required flight experience to get a full ATPL. Once the company upgrade you to captain the ATPL is issued combined with the pilot in command type rating for the aircraft to be flown.
